Add header footer to mail templates from a central location

Hello,

Is it possible to add a header and footer to the mail templates once? Not per template file. Maybe a action hook or somewhere else? When adding the header and footer HTML to the mail template it works, but there are alot of templates to edit, and when there is a change we need to edit it once again per template file.

Also when doing it via the mail template itself the editing of text is gonna be difficult because of the layout in popup window.

I have spoken to Matt over this request and he is thinking about a solution for this so we can add a header and footer sorta like WHMCS has.
